By adding an ND filter, the light entering the camera can be reduced and the shutter speed can be slowed down. This is most relevant to video. When the shutter speed is too high, the video becomes too sharp and shaky, and there are also many people who experience the so-called jelly effect in the video.
In bright sunlight you can get shutter speeds of 1/800, 1/1000 or even higher. This is too high for a good video. If we slow down the shutter manually, the image will be overexposed and washed out. If we add the ND filter first, the shutter has to stay open longer to let the right amount of light into the lens.
A rule of thumb for video is that you want your shutter speed to be close to twice (2x) the frames per second of your video. If you're shooting at 30fps, a shutter speed of 1/60 is ideal. 24fps 1/50 is the best. Requires 60 fps, 1/120 shutter speed, etc.
With control over shutter speed and frames per second, the amount of motion blur in the video is moderate, creating a smooth viewing experience for the human eye. If the image is too sharp, there is not enough blur to make the video smooth.
